On August 19, 1972, the first flight of the aircraft designed by the Brazilian aircraft manufacturing company EMBRAER ("Empresa Brasileira de Aeronautica SA") to meet the Brazilian Air Force's requirements for a light ATV and the national airlines for a new passenger/cargo airliner. The previous nine-seat variant, which had broadly similar features (a free-floating low-body aircraft with retractable tri-pillar landing gear and two Pratt & Whitney PT6A powerplants), was used as a prototype under the designation EMBRAER EMB-100 (military designation YC-95). The EMBRAER EMB-110 Bandeirante, then introduced, had a larger cockpit, which was greeted with enthusiasm by airlines and the Brazilian military alike.

The first three of 80 Bandeirante aircraft ordered by the Brazilian Air Force were delivered in February 1973, and the aircraft soon became the backbone of the national air force's military transport fleet. 60 C-95 was a 12-seat version, and 20 C-95A (EMB-110K1) were cargo aircraft, with a fuselage extended by 0.85 m in front of the wings, a cargo door measuring 1.80 x 1.42 m, and PT6A-34 engines installed instead of the PT6A-27. Moreover, the cargo door was used both to speed up in-flight dumping and as an emergency exit. These versions were followed by 31 aircraft of the C-95B modification, the military version of the EMB-110P civilian model, with three of these aircraft purchased by Gabon. The Brazilian Air Force plans to upgrade 54 C-95s to the C-95M variant. The Uruguayan Air Force received five 15-seat EMB-110Cs in 1975, and the Chilean Navy received three naval versions of the EMB-110CN in 1976.

The Brazilian Armed Forces received four more specialized versions of the aircraft. The first was the eight-seat EC-95, designed to test and calibrate navigation systems. Four of these machines, bearing the brand name EMB-110A, went into service with a special group stationed in Santos-Dumont.

The next were six seven-seater R-95 (EMB-110B) - the aircraft photographic intelligence in the bottom of which were built windows to take pictures with Zeiss cameras and install other specialized equipment. In addition, the aircraft received Doppler and inertial navigation systems. The R-95s were operated by the Coastal Command's 6th Air Group (Comando Costeiro - COMCOS), stationed in Recife. One EMB-110B was sold to Uruguay, plus two civilian EMB-110P1As were purchased by the Colombian Air Force and three for the Peruvian government.

The Coastal Command (COMCOS) also had a maritime patrol modification of the P-95 (EMB-111A). Two squadrons of No. 7 received 21 of these aircraft - the group had been "mothballed" since 1976, when the last Lockheed P-2 Neptune was taken out of service. A large nose fairing houses the antenna of the Eaton-AIL AN/APS-128 Sea Patrol search radar, fully integrated with the onboard inertial navigation system. In addition, a powerful searchlight, flares and countermeasures equipment were mounted on the aircraft, and the four underwing sling mounts could carry a variety of weapons. Brazilian P-95 received the local designation Bandeirulha - short for Bandeirante Patrulha. A little later, the Brazilian military bought a second batch of aircraft - in the form of upgraded P-95B, differing in new avionics and reinforced airframe. Under this version then upgraded the early P-95.

Search and rescue modification aircraft designated SC-95B (EMB-110P1 (K)), their supply began in 1981 - the first eight aircraft of this type received the 10th Brazilian Coastal Command Aviation Group, stationed in Campo Grande. It featured convex blisters on each side and the ability to carry six stretcher-bearers on board, in addition to the typical search and rescue team.
