The Canadian Bombardier group retained the famous brand when it bought the Learjet in 1990. "Learjet Inc. became part of Bombardier Aerospace (North America) and continued development of the first in a new generation Learjet 31. The eight-seat fuselage of the Learjet 35, plus the Learjet 55 wing - so a long-range airplane was created while retaining the power plant of the Garret (now Allied-Signal) TFE731-2-2B turbofans and with a new tail fin, supplemented below the keel with delta-like surfaces (first used on the Learjet 55C). The additional surfaces compensate for pitching moment and prevent stall of the aircraft as well as increase controllability in flight at high speeds and altitudes.

The prototype, modified from the Learjet 35A, made its maiden flight on 11 May 1987. The Learjet 31 (the reference for the series) was used for certification tests (the FAA certificate was obtained in August 1988). A total of 38 Learjet 31s were produced before the improved Learjet 31A and Learjet 31A/ER went into production in 1991. Shortly before production was terminated, two special Learjet 31As were built for Singapore Airlines for training long-haul airliner pilots.
The Learjet 31A features a "glass cockpit" concept based on the five-screen Bendix/King Electronic Flight Instrumentation System (EFIS). The new version differs from the previous one in having a higher maximum speed of M=0.81 (4% higher). The Learjet 31A/ER (extended range) version can be equipped with extra 2,627 liters tank and maximum flight range with crew and four passengers up to 2,752 km (the Learjet 31A has got the maximum range of 2,344 km). Both versions are equipped with a pair of TFE731-2-3B turbojet engines with 15.56 kN thrust each.

Bombardier LearJet 31 is an American twin-engine business jet, originally produced by the Lear Jet Corporation, however, after the company merged with Bombardier Aerospace, the aircraft received its current name.

The main task of aircraft manufacturers producing the Bombardier LearJet 31 was to improve technical characteristics of the previous model, the Bombardier LearJet 29 and reduce production costs of the aircraft accordingly. The main difference of the Bombardier LearJet 31 from previous models was lowered fuel consumption; however due to the fact that its shape and dimensions were similar to those of the Bombardier LearJet 29 the designers managed to increase flight range to over 3 000 km, and in a number of modified versions this parameter reaches up to 3539 km.
