In early 1994, Beech began work on a light business jet. "Beech was already a Raytheon subsidiary at the time, and the new machine would be the first to carry the parent company's name. But Raytheon later moved the plane into the Beechcraft product line, where it remains the only jet. The Premier I variant was introduced at the 1995 National Business Aviation Association convention as a direct competitor to the Cessna Citation Jet, and it was flown on December 22, 1998. Three prototypes were connected to the test program. Two hulls were also built for ground testing of service life and damage resistance.

The new jet took to the air from Beechfield at Wichita at 11:35 a.m. Test pilot Charlie Volk and flight engineer Warren Gould tested the aircraft's maneuverability and stability during flight, engine and major systems performance at about 14,500 feet. The Premier I reached a flight speed of 370 km/h during the 62-minute first flight. The second Premier I flew for the first time on June 4, 1999. Test pilot Bill Vavra and flight engineer Peter Gracey were testing the overall maneuverability of the aircraft. By this time the first plane had flown 115 hours, reaching a speed of 0.8M and an altitude of 41,000 feet. The third plane took off on September 17, 1999 from Beechfield at Wichita. The flight lasted nearly two hours. Test pilot Dave Newton and flight engineer Corey Eckhart tested the plane's landing gear, flaps and onboard systems.





The Premier's fuselage is all-composite, eliminating the need for conventional spars, reducing weight by 20 percent and increasing cabin volume by 13 percent. The wing is made of aluminum alloy and is almost entirely occupied by fuel tanks-bays. Information in the cockpit is displayed on two LCDs (a third is optional), part of the Rockwell Collins EFIS suite. By November 2000, Raytheon had received 260 orders for the Premier I; the aircraft was certified on March 23, 2001. Among the customers was the Jordan Formula 1 team, which received the machine in 2002.
Beechcraft later developed the Premier IA with an improved Pro Line 21 avionics package, a redesigned interior and an improved braking system. In 2009, this machine was the only one in production, although Beechcraft announced its intention to show Premier II at EBACE 2008. The new model is to get FJ44-3AP engines with 13.61 kN thrust and wing end washers. The firm said the aircraft is scheduled to enter service in the spring of 2010.
